Overview of duties:

•                  Serves as Sr. Test Engineer, providing consultation, support and management for Program Manager Tactical Radios (PM TR) and Program Executive Officer Command, Control and Communications and Tactical (PEO C3T) for spectrum certification and spectrum management matters in support of the Integrated Tactical Network, Capability Set planning and guidance.

•                  The candidate will also provide guidance and support to the Program Manager on all matters pertaining to feasibility of candidate systems as they pertain to the planning and execution of the Integrated Tactical Network and Spectrum Supportability in U.S. and Foreign Countries.

•                  Responsible for liaison and coordination with Operational Forces to provide spectrum support and assistance for Security Force Assistance Brigades and the Security Force Assistance Command HQ in the execution of planning and training.

•                  Routinely coordinates and negotiates with International authorities via Military counterpart for coordination and documentation of technical documents required for certification to obtain authority to radiate using international airwaves using Army developed systems.

•                  Manages, tracks, and coordinates all spectrum certification documentation across all programs within the PEO C3T organization.

•                  Responsible to work with PM TR/C5ISR team with the development of Spectrum Supportability Risk Assessments to support DoD guidance requirements.

•                  Routinely provides liaison with senior level Army to include Futures Command, Network Cross Function Team (N-CFT), NTIA and other Department of Defense officials and organizations to provide briefings that are germane to programs and provide strategies to ensure successful milestone objectives on behalf of PM Tactical Radio programs.

Must have Skills:

•                  Excellent skills with operational spectrum management and radio frequency planning, specifically with tactical communications for ground and airborne operations.

•                  Excellent experience with frequency management and RF planning software tools, e.g. System Planning Engineering Evaluation Device (SPEED), Coalition Joint Spectrum Management Tool (CJSMPT), Spectrum Twenty One (SXXI). End to End Spectrum Supportability Software (E2ESS). Host Nation Spectrum Worldwide Online (HNSWDO).

•                  Strong knowledge of the Manual of Regulations and Procedures for Federal Radio Frequency Management (Redbook)

•                  Excellent verbal and written skills required for liaison between Program Manager, commercial vendors, U.S. Army spectrum authorities and U.S. federal agencies to include Army Spectrum Management Office, NTIA IRAC, SPS, and CSMAC regarding statutory and regulatory policy.

Desired Skills:

•                  Strong knowledge of U.S. and Host Nation policies pertaining to radio frequency allocations.

•                  Prior experience with negotiation or work with Host Nations or U.S. national level frequency management and policy.

•                  Familiarity with emerging technologies, e.g. Artificial Intelligence (AI), Augmented Reality (AR), 5G LTE and Virtual Reality (VR).

•                  Familiar with Program Management for development and fielding of tactical radios to include program milestones and schedules.

•                  Familiarity with Electronic Warfare and Counter Electronic Warfare.

Security Clearance:

•                  US Citizenship and a current Secret Clearance or having held one during the last two years. (History of higher clearance a plus)

Travel is required for this position.
