Roles and Responsibilities:

Provide contracting expertise to PEO IEW&S PMs and PdMs in areas such as:

  • Knowledgeable with Department of Defense acquisition policies (e.g., DoD 5000.02, AR 70-1, etc.).
  • Develop/Review Acquisition & Procurement Requirement Documents (e.g., Acquisition Plans (AP), Acquisition Strategies, Simplified Acquisition Management Plans, etc.).
  • Program reporting capability (e.g., Acquisition Program Baseline via the Defense Acquisition Management Information Retrieval (DAMIR) System).
  • Plan/assist with major system life cycle support tasks/functions, as required, for a minimum of 14 years.

The contractor shall provide acquisition program management and analysis for the planning and execution of PEO IEW&S programs at different acquisition category levels and in all phases of a program life cycle through understanding of and adherence to DoDI 5000.02, acquisition streamlining initiatives, and analysis of performance indicating metrics. The Contractor shall:

  • Provide acquisition advice and recommendations based upon a comprehensive knowledge of the principles, policies, pertinent laws, regulatory requirements and procedures applicable to each program.
  • Review and provide guidance for updates of program documentation, supporting the acquisition process to include: documents required by law, regulation, directive and/or policy such as the U.S. Code Title 10 DoDD 5000.01, DoDI 5000.02 and AR 70-1.
  • Coordinate, identify, prepare, review, and track approval of program documentation such as Acquisition Strategy Reports, Acquisition Program Baselines (APB), and Acquisition Decision Memorandums (ADM), for Milestone Decision Reviews (MDRs) or in support of other required decisions or reviews with internal HQ staff (i.e. budget, engineering, logistics, and contracts planning).
  • Partner with PEO IEW&S in the execution of various Army and Department of Defense efficiency, cost saving, and continuous process improvement initiatives such as Better Buying Power 3.0 (or latest adaptation) efforts: Will/Should Cost initiatives, Lean Six Sigma projects, Value Engineering initiatives, Business Process Reengineering efforts and other Continuous Process Improvement-related initiatives.
  • Provide strategic programmatic integration expertise for the formulation and execution of Program Objective Memorandum (POM) Reviews and Weapon System Reviews (WSR).
  • Review and analyze program progress and fund utilization reports to identify areas wherein the programs are not progressing or proceeding as planned (e.g., cost and schedule performance as well as overall program execution efficiencies).
  • Review Acquisition Requirements Packages (ARPs).
  • Work with PEO IEW&S in reviewing and modifying the PEO’s policies, guidance, and procedures in program management, acquisition, cost, and efficiencies to address applicability and relevance of requirements implemented by the Office of the Secretary of Defense (OSD) and Assistant Secretary of the Army (Acquisition Logistics & Technology) (ASA(ALT)).
  • Support knowledge management efforts within PEO IEW&S by creating, sharing using, and managing the PEO’s knowledge. Specifically, ensure the identification, documentation, mapping and understanding of the practices, methods and processes of the PEO; ensure the identification, handling, accumulation, assessment and sharing of lessons learned; ensure the identification, documentation, collection and sharing of SME/”greybeard” knowledge and information.
  • Prepare and/or review miscellaneous reports provided to senior level management.
  • Work with Program/Product managers and the Department of Army Systems Coordinators to ensure programs have acquisition strategies, baselines and other required documentation to meet Milestone Decision Authority requirements to provide products and services to the Warfighter in an affordable, timely manner.
  • Ensure that PEO IEW&S’s inquiries/directives are carried out to include periodic reviews, cost/schedule/performance monitoring and lessons learned.

 

Minimum Qualifications/Requirements/Certifications:

  • DAWIA Level III Certification in Program management or equivalent.

 

Preferred Qualification/Requirements:

  • All phases of a program life cycle through understanding of and adherence to DoDI 5000.02, acquisition streamlining initiatives, and analysis of performance indicating metrics.
  • DoDD 5000.01, DoDI 5000.02 and AR 70-1.
  • Better Buying Power 3.0

 

Minimum Education:

  • Bachelor’s degree- Math, Engineering, Business or Sciences.
  • Evidence of Master's level study (e.g. course work, training, etc.). A minimum of 14 years in acquisition/program management
