Description
  • Must have extensive experience with DoD / Federal Proposals
  • Responsible for proposal production through preparation, editing, and final delivery of a coherent, complete, compliant, consistent, correct proposal
  • Oversee timelines for submission of proposals and make sure that deadlines are met
  • Assist in coordinating all proposal sections (Past Performance, Technical Management, Pricing) and complete all required Government forms
  • Maintain a library of corporate capabilities to be used as the basis of past performance and marketing documentation
  • Support development of technical and management white papers and Requests for Information (RFI)
  • Experience in both task order proposal and large, complex proposals
  • DoD / Federal technical writing, technical documentation, technical manual development
  • Manage multiple concurrent proposals with strict adherence to deadlines and guidelines
  • Review and analyze draft and final RFPs and related documents to create compliant supporting proposal materials
  • Communicate and coach capture teams, writers, and subject matter experts on persuasive writing and proposal best practices
  • Prepare and execute detailed proposal plans, schedules, outlines, and other response documentation requiring skills in Excel, Word, and SharePoint.
  • Coordinate and conduct proposal meetings/events (e.g., Kickoff Meetings, Price Strategy Meetings, Color Team reviews, etc.), including arranging facilities, communicating with participants, and preparing materials
  • Manage writing assignments and receipt of all proposal materials with authors and teaming partners in accordance with the proposal timeline
  • Monitor all RFP documents, modifications, requirements, and proposal deliverables
  • Serves as point of contact for all Prime and Subcontractor support members (writers, solution architects, graphic designers, etc.)
  • Collect and edit proposal materials to ensure compliance with all RFP terms and conditions
  • Provide detailed guidance to proposal contributors and partners or subcontractors
  • Communicate proposal-related requirements and status with senior management
  • Develop targeted questions and consult technical and program management staff to extract information necessary to develop technical and managerial solutions
  • Manage the production, compliance, and delivery of the final proposal (adhere to all formatting directives, production and publication guidelines)
  • Perform other duties as assigned

 
Minimum Qualifications

  • Bachelor’s degree in English, Journalism or an engineering science and five (5) years of relevant documentation experience
  • Experience using a ‘modified Shipley’ model in coordinating all proposal sections (Past Performance, Technical Management, Pricing) and complete all required Government forms
  • Capable of reviewing, editing, and creating technical-based GOV documentation (DoD / Federal)
  • Well-rounded government and business experience to include at least three (3) years work experience as a writer/editor in the DOD/Federal market, preferably in the proposal writing environment
  • Ability to articulate complex concepts and processes in writing
  • Ability to work well under tight deadlines and effectively interact with a wide range of personnel
  • Must have strong time management, organizational, and prioritization skills
  • Must have excellent written and oral presentation skills
  • Must have knowledge and direct experience working in Federal contracting and acquisition/procurement
  • Expertise with MS Office suite (Word, Excel, PowerPoint, etc.)
  • Experience in SharePoint and PDF programs
  • Must be able to give clear, concise directions and organize large volumes of information
  • Meticulous attention to detail and organization
  • Demonstrated ability to multitask, work in a fast-paced environment, meet deadlines, and provide quality product

 
Preferred Qualifications

  • Master’s Degree or higher in English or Journalism.
  • Five (5) years’ experience in the development of technical manuals, publications and plans and procedures utilizing government standards for technical manuals and other documentation.
  • Must have 3-5 years of experience of proposal management for Federal government acquisition and procurement
  • Must have demonstrated experience with generating proposal materials (outlines, briefings, schedules, compliance, etc.) and leading large-scale proposal effort
  • Experience in Army, DHS, Air Force markets
  • Experience responding to task orders on the following IDIDs/GWACS- OASIS, RS3, CIO SP3
  • Direct work experience (Chargeable) supporting a DOD / Federal program
  • Coursework in Engineering or Technical fields. Must have strong time management, organizational, and prioritization skills
  • Must have excellent written and oral presentation skills
